Available Huge Pages are Too Low, Not Sufficient for any Template

Hello,

This is on ODA X7-2-HA.

I can no longer add another 12c SE2 instance because of this error: Available Huge Pages are Too Low, Not Sufficient for any Template

# grep HugePages /proc/meminfo

HugePages_Free:     1929

HugePages_Rsvd:       75

HugePages_Surp:        0

# grep memlock /etc/security/limits.conf

grid   soft   memlock   108000000

grid   hard   memlock   108000000

oracle   soft   memlock 108000000

oracle   hard   memlock 108000000

Document 2091423.1 says that I can "Configure additional hugepages to accommodate the new database instance"

But document 361468.1 says that "If you have Oracle Database 11g or later, the default database created uses the Automatic Memory Management (AMM) feature which is incompatible with HugePages
