Purchase Order Lines - Add Items From Catalog - Setup / Security Required?

What configuration, technical setup, or security is required to allow a user to add items from the Catalog to create PO lines? We have Catalogs that are available for use through eProcurement, but when users try to add on PO using the Catalog hyperlink, no results are displayed. Are we missing some setup?
