Upgrading Weblogic from 12.2.1.2 to 12.2.1.3 on the server being used for Server Manager failing.

Has anyone ever tried upgrading Weblogic from 12.2.1.2 to 12.2.1.3 on the server being used for Server Manager.  I was able to successfully do this on all of the Web JAS instances but not this server as the Weblogic upgrade process fails setting up the Authentication Provider "SCFAuthenticator"  This authentication provider is only on the Server Manager Weblogic server not on JAS instance Weblogic servers.
