S&D and WO 90 and 91

Hi, we are using 9.2 and I've read about the fix to not display status codes above 90, and also how you can make an exception for status 92.  I am specifically interested in including work orders at a status of 90 and 91 in my inclusion rules, but my S&D is not displaying them.  My questions:

1.  I read "above 90" to start at 91, but does it really start at 90?  Should 90 be able to be included?

2.  Is it possible to use 00|SS to somehow include 90 and 91? Or is that just for 92? 

I have checked and rechecked my P4021 processing option and my P34004 inclusion rules.
