Burden as separate expenditure item

I'm working on a 12.2.8 implementation. The client is currently using Total Burdened Costing, but they'd like to see an example of having burden on a project as a separate expenditure item. I set up a new project type, and configured it to create burden as a separate EI. I set up a new expenditure type, Burden, and assigned it to the Burden Transaction expenditure type class. I associated the Burden expenditure type with the burden cost code. I entered hours on the project, and ran PRC: Distribute Labor Costs and PRC: Generate Cost Accounting Events. Then I ran PRC:
