upgrade from 11g R2 to 19c

Dear all,

We plan to upgrade from oracle 11g r2 to 19c. Existing platform is Windows Server 2008 R2 Std. As we will upgrade our OS platform too. So most likely is we export dump and import again in our new server. Downtime is vary likely not a concern for us as our database size is tiny (< 100GB) and we don't use our system in weekend.

May concern is what is the different for Oracle 19c and 11g? How should I start to consider my plan?
