Use Apache as a Load Balancer for EBS 12.2

We are trying to use Apache 2.4 as a Load Balancer for EBS 12.2.5.  We appear to have it mostly working.  We are finding that occasionally users can't access BI reports.  They are getting Authorization failed message.  It's almost like the stickiness is not being kept. 

Anyone have any success in implementing Apache as an LB that can lend some advise?

Below is how we set the stickysession value.

ProxySet lbmethod=byrequests stickysession=ROUTEID
