Supplier Setup -> Create Address -> How to Change the Default Country?

In Payables Manager -> Supplier Setup -> Entry, when I query a supplier and go to Address Book -> Create Address, the default country is the United States. I need to create a new Supplier Setup responsibility and change the country. How can I set the country to something other than the United States? Can it be done with a Personalization or with a Profile Option?

Any direction you can give will be greatly appreciated.
