Decimal Places for accounts in Planning

I am very new to Hyperion planning we are on Version 11.1.2.3.500.  We have a large number of Rate Accounts that are allowing only 2 decimal places to be entered where we need at least 4.  My questions are:

1.  Where is the number of decimal places set?

2.  What is the best/easiest way to update a large number of  accounts at one time?

Thanks for any help you may be able to give.
