Help File: Bug or Expected Behavior?

We create our own "Help Files" and add them into our Development instance (in Help File area of the BP Setup within the Template).  We've discovered that when we tag a BP's setup in the Component List; and bring the Configuration Package to Production, the Help File does not come over.  Should it?
