Allow BIP Report Jobs to Point to New Version of Report

Idea details:

In BI Publisher, users can schedule report jobs to email on certain intervals.  We have a "production" set of folders where we keep the stable versions of reports for the end users.  We also have a "development" set of folders where we test enhancements to existing reports.  When we are ready to move a development version of a report "version 2.0" to a production folder to replace a "version 1.0" report, the only practical method is to delete the version 1.0 report and replace it with a version 2.0.  This causes all report jobs referencing the version 1.0 to break.
