Master Routing to Item Routing conversion

We are on JDE 8.12.  A couple of our sites are using Master Routings, and wish to move to item routings.  We have copied the Master routings for several items to item based routings, including this particular parent and all of its manufactured components.  We have also expired the MR (Master Routing) item cross reference records for these items.  We did a cost simulation before we expired the xrefs, then expired the xrefs, then did another cost simulation using the item based routings, none of the labor and overhead cost components have a value.  Does anyone know what may have
