move order to shipment agent action not working as expected on otmv19

We have a scenario to add new order to existing shipment via agent action. We get shipment in a refnum which we store in a variable and pass as $SHIPMENT_GID to MOVE ORDER TO SHIPMENT agent action. The agent action keeps of throwing the following error - Selected order releases were already unassigned OR Fleet resource Assigned. The shipment has one order release which is just sitting with tender accepted. Any pointers what could be causing the error
