OTL Timecards to Projects in separate Operating Units

Hello All

I have a client on R12.2.8 that has 9 Operating Units under 1 Business Group.

They wish to implement Oracle Projects (Costing and Billing) and allow som people to book, via OTL to Projects in different Operating Units.

Can this be done easily via a MOAC Setup in OTL, or do I need to set up Inter Project Billing using Provider and Receiver functionality.

I haven't done this before, but I am sure I am over thinking the solution.

All advice and guidance welcome.
