Remove Ben Admin Action from action reason record?

We are HCM 9.2 PUM 29 Tools 8.57.05. Using Benefits Administration.

We would like to insert a POS Job record change without creating a Bas Activity record. We are changing Job standard hours from 35 to 40 for around 300 employees but dont want a Benefit Admin Event to be created. BTW we are changing Position and Jobcode records from 35 to 40 hours as well.

I am not able to remove the Benefits Administration Action from the Action Reason table for Action POS reason REO. Even adding a new effdt record in Action Reason table inserts a POS Benefits Admin Action when I save the new record. Even created a new action reason but it defaulted Ben Admin action to POS when I saved the record.
