oem 13.3 how to relocate agent to another oms without readding targets to em13.3

in q4/2019 we will get new hardware for oem13.3 environment - we know how to migrate em13.3 (software only install + export/import em13.3 config) and the corresponding Repository DB (datapump export/import) to another server, but what about oracle agents for monitored servers (over 1000 servers) - how to relocate them to the new em13.3 environment without "loosing discovered targets....". Searched several documents and it seems that no solution exists for relocating agent without "re adding"  monitored targets (database, listener, asm....) to new EM13.3.

Currently we are not using load balancer between agents and oms - is the solution to add load balancer address for oms, change upload url for all agent targets to "load balancer" url and then add new installed em13.3 oms to load balancer url? If yes, how to modify oracle agents upload url to point to load balancer url in mass action (over 1000 agents).
