Oracle EBS database migration on ODA (performance issue )

Performing POC  for migrating on prem oracle EBS database to ODA , We have migrated  oracle  EBS (Non RAC)  database  from on prem to ODA server converting into 2 node RAC database . build  one node EBS webtier  connected  to ODA database . We are seeing performance  issue post clone , the url  login page access taking time  and  upon providing the user and password ,its spinning  and it taking  more than 15 min to login  and launching  of the  thick forms . hence please let know  what would be the issue ? We have followed below steps for migrating
