MWA Mobile apps spins but never connects

We are trying to use Mobile guns with the android app.  The old guns telnet and all is well.

Following note: Install Process for the Oracle Mobile Supply Chain Applications/MSCA/MWA on Mobile Apps for Oracle E-Business Suite Release (Doc ID 2163603.1)

I can connect to the url http://servername:mwa_telnet port using Chrome, but when i try with the apps, it spins and never connects. 

Following the note, it gets to here then does not go any further:

A. The first time the user connects, they will be prompted for the connection string to the MSCA/MWA server.
