EEO-1 Component 2 Compensation Data Report - performance issue

Has anyone else experienced performance issues with the he EEO-1 Component 2 Compensation Data Report?

We are on EBS 12.2.7 and applied the recently released patch 30215431 US HR 2019 ANNUAL STATUTORY PATCH FOR 12.2 to our test environment.

We completed the required setups for the EEO-1 Component 2 Compensation Data Report and kicked off the report and it has been running over 30 hours now.

We have opened SR 3-20980846581 for this issue but no progress toward a solution yet.  

Given the delays in getting the patch from Oracle it is frustrating that we have hit this performance issue - and so far it is not being treated with priority by Oracle Support.
