POs lines are auto-creating from a PR based on the BPA in effect based on Need-by Date but should be auto-creating based on the BPA in effect the PR is approved.

Two scenarios are being experienced:

1.If a PR is created within the BPA Effective From and Effective To Dates, with a Need-by date after the BPA Effective To Date, and no BPA is in effect at the time of the Need-by Date, the PO auto-creates in an incomplete status. 

2. If the PR is created and there are two BPAs - BPA 1 is effective at the time the PR is approved and BPA 2 is effective at the time of the Need-by date, the PO incorrectly auto-creates according to BPA 2.  Contract pricing should be effective through midnight of the BPA "Effective To" Date.  Any PRs approved up through midnight of the BPA Effective To Date should auto-create POs based on BPA 1.  It should not matter when the item is expected to be delivered.
