How to identify and correct errors when running Generic Upgrade Mechanism for US: Upgrade MISC2 tax

The Q2 stat patch included a Generic Upgrade Mechanism to update balance feeds / balances related to changes in how State MISC2 tax configuration was delivered.  When running the Generic upgrade mechanism process, the log file shows how many assignments were processed.  In our case it shows one error.

Any ideas on how to determine which assignment process errored and why?  As the process is a 'one and done' process it is no longer available to run again, i am not even sure how to go about correcting the balance again if I knew what to fix?
