Wrong outbound TPA invocation in oracle b2b

The outbound  document is picked and generated generated with the recent  TPA and  not the correct on .

looks like it's taking from  latest cache - is there anyway to  disable this feature to select the latest one there by select  only the correct active TPA for the doc ,
