failed to open the iterator when running sfscleanup

We run 8.2.2 in Windows Server 2008.

I am trying to run sfscleanup

set SIEBEL_REPOSITORY="Siebel Repository"

sfscleanup.exe /u SADMIN /p ***  /f "E:\sba81\FS"  /x "E:\Siebel_Cleanup\Report\sfscleanup_report.log"

The process It is not starting, though.

- In the command line I get "failed to open the iterator".
