Disqualified Manufacturers can still be added to dynamic list

We have a list of manufacturers that have been moved to "disqualified".  On our manufacturing change orders we have a page 2 dynamic list for vendor details (pulls from list of manufacturers).We do not want users to add a disqualified vendor to the list.  How do I prevent these manufacturers from getting added?  On a simple list a value can be made inactive.  Not sure how to do this with a dynamic list of manufacturers

We are currently using Agile 9.3.5
