Smart HR Template - invalid emplid error

I created a Smart HR Template, very simple, just to update the pay rate. It uses section 650:JOB_COMP_PAY_CMPNT. I believe there's a security issue that I can't figure out.

When a manager tries to create a new transaction, the emplid field is always an error. It doesn't matter what valid emplid is entered, it's always an invalid value error. Clicking on the search icon returns no valid emplids at all, not even the direct reports. The other fields on the template are fine.  If the manager is a super user the emplid can be selected OK and he can create the transaction.
