What is the impact if we don't extract the tax update package from each PeopleSoft Update Image?

Hello,

According to Doc ID 1556431.1, "Customers are urged to extract the Payroll for North America tax update package from each PeopleSoft Update Image as soon as possible after each PeopleSoft Update Image is made available; it is especially important to extract the tax update package from each PeopleSoft Update Image before the next PeopleSoft Update Image is made available."

We usually wait until October before we create a package for tax updates A-D.  We had followed that practice for the past few years and encountered no issue.  I don't recall see the note mentioned in Doc ID 1556431.1 before so I am concerned.  What could be the potential issue we may encounter if we continue with the current practice?
