How do we enter Qty and Unit Cost for Service PO(Major Projects)

I remember in 8.12 there was an enhancement where we could receive Lumpsum POs at a detail level called progress billing and payment.

Please can someone help in guiding me which application is it now in JDE 9.1 or a document or webcast to read and understand this process.
