JD Edwards package build errors - header files not found

For JD Edwards EnterpriseOne e910 running on Windows Server 2106 Datacenter, Tools 9.2.2.6, Weblogic Server 12c 12.3.1.3.0 and Oracle  Database 12c Standard Edition 12.1.0.2.0 on Linux

I submitted a full PY910 build and receive errors that two header files are not found at compile time:  f9860w.h and f952400.h.  Both of these header files exist in the path code include folder in E:\JDEdwards\E910\PY910\include.

On the server side I receive errors like this:

E:\JDEdwardsPPack\E910\packages\PYF190917\include\b9860wdc.h(30) : fatal error C1083: Cannot open include file: 'f9860w.h': No such file or directory
