Fluid Benefits Open Enrollment - Effective Date for new dependent no longer equal to Event Date

Hello All,

I'm testing for OE2020 and noticed that when adding a new dependent, the effective date is equal to the date in which the add is made and no longer equal to the Event Date for our Open Enrollment.  I believe this was the case in Classic and expect the same to occur in Fluid.  Has anyone else noticed the difference in the effective used when adding a new dependent during open enrollment?  We have applied PUM 31 and I have not seen this questions asked in earlier discussions.
