How to create custom web services in EBS

I want to create custom web services in EBS (12.1.3) with database 12.1.0.2.0 using SOA integrated Gateway. Seeded web services are already enabled and exposing to customer to use as end points. Now I need a way to create end points for some custom integrations. Here custom means I should be enable to enter desired data into tables.
