July 2019 Critical Patch application question

Hello, I am analyzing the patches that I need to apply based on the July 2019 CPU document for eBS (Oracle E-Business Suite Release 12 Critical Patch Update Knowledge Document (July 2019) (Doc ID 2555452.1)).  According to section 3 of the document, there are additional patches that I need to apply after the main CPU patch has been applied.  These patches are listed in a table in "Footnote 1: Additional Patches to be applied after the CPU Patch".   For my version of eBS - 12.1.3 - there are 3 additional patches that I have to apply (out of a total of 6 - I don't have Land cost management implemented and I don't have a licence for the Procurement module).   My question is whether I need to apply these 3 additional patches (29266367:R12.FND.B, 25510561:R12.PAY.B,
