Off Cycle Calendars and Off-Cycle Close flag

Can someone please confirm what process or processes sets the PAY_OFF_CYCLE_CLS to 'Y' for an Off-Cycle Calendar?    I did see the Notes 619570.1 in Oracle Support but it was referencing off-cycle pay and it wasn't clear to me if that really mean Off-Cycle Calendars as well as On-Cycle Calendars.  We had a case were an someone created an Off-Cycle Calendar to process reversals.  They left the Calendar open because they were going to attach more reversals the next day.  We they tried to process additional reversals everything was grayed on the run control page and they couldn't enter for that
