Fluid OE - clicking 'required' checkbox in template setup does not hide next / show confirm button

Trying to make Home and Mailing Address and Contact Information steps in Open Enrollment (cloned) template required.  Business requirement is that user needs to review/confirm these two items before submitting enrollment.

PeopleTools > Portal >Activity Guide > Manage Templates

Select Template

Configure Action Item

User Assignments and Status

Click "Required" on for Home and Mailing Address and Contact Information

When user goes in to OE, they are able to skip past Home and Mailing Address and Contact Information.  No "confirm" button present so the only way to complete the step is to make a change and save.  Able to submit enrollment without completing.
