Configuring TDE on 19c KEYSTORE OPEN fails with ORA-28367: wallet does not exist

Hello,

When configuring Transparent Data Encryption (TDE) on 19c the KEYSTORE OPEN command fails with ORA-28367: wallet does not exist.

Note that the prior 'create keystore' command is always successful. The goal is to create a TDE tablespace.

Thanks for any help you can provide for this issue!!!     Details below concerning this TDE KEYSTORE OPEN issue:

Version 19c Enterprise Edition on Windows 64bit.

Not setup as a cdb/pdb, just as a single instance setup. NO ASM.
