Holiday not available in Earning Type LOV on Earning Policy form

I have defined a holiday calendar and attached it to an Earning Policy. I have defined a holiday element with an earnings type of Absence Earning. I am not able to select the holiday element and assign it to the Holiday Earning type. Therefore, hours on timecards are not recognizing the holiday and classifying the hours as regular time. Have I missed a setup step?
