Issue with Generate Invoice for TP Corp

Hello,

I am trying to determine why a specific Contract is not generating an invoice. After the SFPBIPRC process is run in production no invoice header was generated. A trace shows the process does not perform the insert to the PS_BI_BILL_HEADER table and I need help troubleshooting why. I am able to generate invoices for other contracts for the organization, so not sure what to look for in this specific one. Ideas?
