open PO’s show Committed costs,Closing out the PO these additional funds would it be released to BU

open PO’s show as committed costs and as a result by reducing the value of the PO’s and then closing out the PO those additional funds would then be released and returned to the applicable BU’s budget. Please help - high importance...thank you
