Benefits Default set up - dental

Our organization has ben admin, and currently offers 1 dental plan, that we currently include in the medical plan coding under plan type 10 in Peoplesoft. Two new dental plans will be offered for open enrollment, and we are splitting dental out onto plan type 11 in Peoplesoft. A total of 2 dental plans are being offered.
Each of the 2 new dental plans will have a coverage code of 1 (employee only), 2 (employee+1) and 4 (family), which will drive different premiums. Dental is required if enrolled on medical, and dependents covered on medical must be covered on dental.
Open enrollment is NOT mandatory, and those that do not make an election will default to 1 of the dental plans, if they are enrolled in medical. Is there any way to set up a default plan that will also apply the correct coverage code AND dependents on dental (plan type 11) that exist on medical (plan type 10)? This is for about 5000 employees, and our IT department is low on resources to SQL instead. I am not worried about accidently defaulting dental to someone not enrolled on medical, because that is a much easier clean up than the
