Error when running EIM Task from command line SBL-SCL-00131: Either the RC2 or the AES cryptography

Dear Team,

Siebel - 8.0.0.12

When we try to run EIM task from command line

We get error - SBL-SCL-00131: Either the RC2 or the AES cryptography engine is not initialized.

Can you please share me how to resolve this
