ELM92 Data load via exceltoci - Person is not assigned to Historical Training Group

We are loading historical training data in the Supplemental tables via exceltoci.   The process works great but on the most recent data load I had one record fail with the following message:  Person is not assigned to Historical Training Group .

Has anyone seen this error message before?  How do I correct the error?
