Moving of System tables to a new Enterprise Server

A customer is upgrading from 8.12 to 9.2. New database is Oracle 12c (12.2).

We initially installed the JDE on the testing server and installed path codes DV and PY only because they only provided us the testing machine at that time. The to-be production machine is ready now and we are planning to install Database, Platform Pack and moving the DD920, OL920, SY920 to the production DB server. Since installing Platform Pack on production server will introduce SY920 tables, what is the best practice to move the data of SY920 residing in testing server? Creating scripts to insert records of SY920 tables to production SY920? Or using R98403 to copy system tables using
