Container Consolidation & Trip Creation for Multiple Internal Sales Orders

We are currently on 12.1.3 and will be upgrading to 12.2.8 in the near future (within the next 6 months). We have a scenario that is quite common whereby containerized stock is consolidated into a large single container prior to shipment to internal warehouses in different locations. I'm investigating how to implement the following process in Oracle, which represents the outbound movements of stock from what will be a new central warehouse in the Netherlands in a new operating unit. This new company will procure all goods on behalf of the rest of the business. The inventory orgs belonging to
