How to implement various levels of access to FSG reports?

Hello -

We are on EBS version 12.2.4. We currently do not use definition access sets.  We have many FSG reports and now have a requirement where users want to impose different restrictions on FSG reports to different responsibilities.  See below for a generic description of what we are trying to achieve.   Can someone tell me how we can easily accomplish this?

GL Responsibility 1 -  Use, View and Modify access to all FSG reports

GL Responsibility 2 -  Use access to FSG reports  A, B, C and D

GL Responsibility 3 -  Access to no FSG reports
