Fluid Benefit Enrollment for New Hires

Hello.

We are implementing Fluid Benefit Enrollment for new hires and have encountered an issue.  Each time our test new hires access Benefit Enrollment the Classic Benefit Enrollment activity guide appears.  We are expecting the fluid activity guide. We do not use Onoboarding and was informed that we did not need to have that feature to have our New Hires access fluid benefit enrollment activity guide for the HIR Event enrollments.  Has anyone else encountered this issue?  If so, what did you do to resolve it.

All the Fluid Benefit Enrollment documents we have found on My Oracle are specifically discussing Life Events and Open Enrollment.  If there is any documentation regarding Fluid Enrollment for New Hire events, please let me know.
