Could you check whether the boot oder is correct and ODA is not booting from the backup device?

# /usr/sbin/efibootmgr -v

It should look like

Oracle DB Appliance is the first, ODA Backup EFI is the second.

example:

BootCurrent: 0000

Timeout: 1 seconds

BootOrder: 0000,0004,0001,0005,0006

Boot0000* Oracle DB Appliance   ...

Boot0004* ODA Backup EFI    ...

... the rest of the devices ...
