Why does PRC: Interface Assets to Oracle Assets process creates 2 lines on Mass Additions table ?

Hi there!

Wondeing what is the reason that 2 separate lines are created on Assets Mass Additions table when PRC: Interface Assets process is run.  Why is QUEUE: NEW added with Cost: 0.00?

Steps to replicate:

Thru Grants Accountant resp. run:

      1. PRC: Generate Asset Lines for a Single Project
      2. PRC: Interface Assets to Oracle Assets
  1. Thru Fixed Assets resp. View:
    1. Mass Additions Summary form à There are 2 Lines (as seen on below screen shot) :

               Line 1==> QUEUE: NEW with Cost: 0.00

               Line 2==> QUEUE: MERGED with Cost: xxx.xx
