Cannot view output in pdf

working in weekend to try to fix it.  We have this implemented all the way to PD back in August. It works in PD, PY, DV in august.  not sure it is related to refresh or not.. Now, when I run print check in PY, the xml is generated successfully. But when I view output, it pop up the "Report Definition Output Repository" .. instead of pop up to download the pdf file. It seems this BV is no longer attached to RD or the RD does not have any BI template or the BI template is not valid.

I checked. The BI template is valid. In fact I reload it to P95620 just in case
