Siebel Environment Refresh from DEV1 to DEV2 (Ip18.11)

Hi Team, We have  upgraded our Dev application from IP16 to IP18.11 and application is working fine. In Dev2, we have cloned the OS, DB from DEV1. Made changes in application.properties and migration.properfiles files in swepp, able to connect to srvrmgr and do list comp with out any issues.

However, in Dev2 SMC URL, it is prompting  to "Setup Gateway - Create Security Profile".  SInce we did a Dev2 refresh from Dev1. profile also will migrate right?
