19.9 Oracle 12.2 Bug?

Running an upgrade on 19.9 and hit two errors that are exact matches on pre 18.5 Oracle bugs related to 12.2 not yet being supported.  We ran previous upgrade on 19.8 and Oracle 12.2 with no issues.

Looks like 19.9 reintroduced bug that was fixed in 18.5 somehow.
