ESS State W4 Update Block

in Payroll and OTL - EBS (MOSC) Question

Is it possible to block users that meet certain criteria from using ESS to update their state w-4 elections? For example we would like to block users that work in one state and live in another from using the functionality. This has caused withholding issues since we implemented. We put a personalized message (in red and bolded) on the screen to inform users when they are in this situation they should contact our payroll team but the message is still being ignored.
